Terrible, thanx for clearing the air.
My network goes down at times and I am stuck not running any steam games in offline mode as stated.
Due to this occurring I have made a concerted effort to buy my games on GOG now if and when possible
You can either make them read only, or try ask steam suggestions and ideas, we other has said it for years there is no offline mode, it die way back then things get a content check.
ps.
Steam do say in EULA steam require a connection, so they have it all covered,
you can try ask nicely but aient this also a mod manager issue then things is offline then it should not remove modded content.
so whos faulth is all this. ( it end with game devs own problem imo ) you start the game and things go downhill from there. )
Your issue into steam is yours and own ISP that cant deliver a connection to them.
Steam had no issue doing Corona then many steam users was online its here, i doubt its a steam issue you have no internet connection.
You have 2 choise , steam support own ISP support and make sure its not own home network that cause this.

Make sure its not opw home network with whatever many pc's or unit that cause it
and if wifi or cable issue still your home network problem, ( Steam & ISP dont use wifi they use fiber ) its here you need spare pc, and test for its not my ISP or steam in other end that has a issue.
and be happy you get this info to try proof, a isp has issue lets say a local fiber issue is the issue into them. ( steam is a datacenter they dont have fiber thats steam isp area, they have fiber in server room only. ) there is a reason i and other write this, not all know this, but many do.

gl with catch steam or ISP with a issue into steam.
+ router firrmware and netcard driver, if onboard lan device's then its also sometime a BIOS / chipset driver issue.
Many forget sometimes BIOS has Lan options. if even showed in BIOS most laptop do not show this.
lowest Latency, look like for most nor my issue, they forget all other play into a game server effect all.
any bridged router is a repeter, and extend latency, this is fact, and should be avoided, try solve it with advance routing, or dont have 2 router on network.
why i wite it because ppl get info from internet and make it so. ( talk with network ppl they know this ) but many forget its not a issue with one steam user porblem is then all gamers do it into a game server you just increased latency Global for all gamers.
and make sure you know and see things from a global network point of view.
you might dont care, go ahead and talk with ppl that play with other around the worlf we have all seen ingame network lag.
that is seen as you are not have a connection into steam. ( if this is your home netwotrk or ISP's and there partner's partner into steam and back from them, most call this keep alive packets. its a establized line into them. ( could also say traffic dont reach them or back to you atm. )
technicaly you can have internet , but route into steam aient there. this is what it also say "No internet connention"
most have notice change steam DL can matter if area is congessted, still require you can find other route , but will not work if its own ISP there is the problem.
