Hello, I would also like to know how I could get rid of this problem, I have seen many solutions such as deleting the "manifest" file or restarting Steam and so on but absolutely nothing works, I would like to mention that the game I uninstalled gives me this error and I cannot reinstall it, please help me, If you need any more information to help me, I'll give it to you without any problems.

Hey, I have not experienced this issue, and most people wouldn't have. But, it is not normal that deleting certain file(s) would give you that message. Just as it says, it could mean that file(s) are encrypted. Or it could mean permission issues to the files. If you still get the message even when running with admin privilege, I'd wipe the OS after backing up my files, if I were you. That's actually the faster and safer method if nothing works.

Why do you think the content is still encyrypted?

Note that this only happens with pre-release games. And ETS2 has been out for years. None of its content is encrypted
