It would be entirely up to Steam, depends on whether they are feeling benevolent.
Anyway...
pr3dato8, why not ask the /website/ where you *bought the key from* for the refund. They are the ones who you gave your money to? That is who you should ask a refund from >.< As it is Valve has no idea how much you paid for that key, and they certainly didn't get your money. So they cannot (and will not, and should not) refund you.
Valve did not get any money so any refunds on Steam is out of the question. If you buy something from Walmart, do you go to BestBuy to ask for a refund?
Once a CD key is used, it can't be used again.
This. They might have gotten the key for free, we don't know and Valve doesn't know, so chances of getting a refund are pretty much non existant.
