1. Visit the link @ https://store.steampowered.com/account/redeemwalletcode
Then sign in to your account (Registered with United States address).
2. Enter your Steam Wallet Card code and click “Continue”.

I got a gift card a while ago and out of the £20 from it i only have 4p left (uk currency). Any places i can go where i can top up the gift card?

You don't top up a gift card, you buy a new one and activate the code from the new one on Steam to top up your Steam Wallet funds.
