I can spend no more then $150.

If your power is big enough, then you only need to upgrade the video card directly

For $150, you wouldn't see any performance increase over the HD 4600.

A decent power supply will set you back a lot, meaning you can't afford a decent GPU. Likewise, if you get a cheap power supply, you are limited to what GPU's you can use, many of which won't be any better than the IGP.

You will get a lot better advice there.

Anyways, like Canti said. $150 is not a lot of money to work with to get a decent gpu and psu. I would save up longer till you have ~300-450.
