http://store.steampowered.com/app/206420/ Saints Row series, obviously. SR2 and SR3 are the "most" like GTA, while SR4 is still pretty much a GTA, the superpower antics take center stage. SR2 comes with a warning that it's port is rather poor, and driving around is pretty messy with KB+M. If you want just one of these, go with SR3 since it involves actually driving around, SR4 pretty quickly goes into just traveling around with superpowers (still a good game, tho)

LA Noire features open world and driving about in it, but it's focus is more on 'detective solving cases'-aspect, but there's still some stuff to do in the open world.
I also agree with Saints Row 2.
