It's possible. But it comes with the consequences of having you account banned.

Quite sure it even specifies somewhere that if you use a VPN to spoof so it looks like you're in (specifically) Russia to buy games cheaper you will be banned.

there is alwys a ban for every acc who tried vpn so vpn is not an option until ur from rus ur acc will suspended or locked.

@Zukabazuka, I think you could just change your steam language and the games are in the same language like your steam is. Thats how I changed from german to english

You get unplayable games when return (at least, part of games) and you will use Russian payment i.e. QIWI wallet, Visa card created in Russia, etc.

and do not forget about the bear and a parrot - where you will keep them?
the neighbors will sue you to court - when the bear drunk, he wanders around and plays the balalaika, and the parrot yells and swears songs

Cheap games and such problems?

Then that's fine, but why would you make a new account? You could just use your primary.
