I resolved the problem by using a 3rd party piece of software to host the game server which uses an anonymous login to steamcmd. This resolved my issue of not being able to get into steamcmd.
I contacted Steam support and they were unable to aid me logging in using my actual credentials.
So problem was resolved by avoiding the need to log in, not by actually being able to log in. I only needed access to it to run an Ark game server and the 3rd Party Software does this admirably now.
