Weird game update bug
I have some weird bug.
A game in my library will try to update, but it will be an update of 0kb (an empty update.)
It will start at zero percent and climb to 100 as an update does, but once it reaches 100 it will start over at zero again and keep going. This happens over and over constantly with no stop. I once let it try to "update" a game for 8 hours and it just kept going.
This makes it so I'm unable to play the game. It constantly thinks it needs to update.

This fake update process seems to take different amounts of times each run. Sometimes its zero-to-100 climb takes 10 minutes, sometimes a few seconds. Always says zero kb, though.
If I delete the game content and reinstall it, it still thinks it has to do this fake update.
If I delete the game and DON'T reinstall it, the next time I open Steam, it will try to do the fake update again, even though the game isn't even installed.

This first happened several weeks ago to Team Fortress 2, then Fallout New Vegas, yesterday Postal 2, and today A Bird Story. It's like its slowly taking over my library.

I've still been able to download real updates for unaffected games with no issue.

I've run numerous virus and malware scans with 2 different programs and that hasn't made any change.

I plan to try reinstalling Steam, but due to the girth of my game library that is an immense hassle, so I wanted to see if there was any possible fix for this without uninstalling Steam.
