The system suspects commercial usage of wallet funds which is forbidden by the Steam Subscriber Agreement.

Excessive usage of wallet credit with schemes to attempt to convert it back to real money, i.e. offering purchase services for a reduced price ("You give real $$$ I buy game X with wallet $$$ for you"), can be seen as money laundering attempts.

Contact support if you can't use a different payment method. They may lift the restriction, but if they refuse to lift the restriction, their say is final.

If they refuse to lift the restriction, you have to use an external payment method (i.e. credit card) to gift to a friend, but can still use your wallet balance for your own purposes.
It's likely an error on Steam's side. Not much you can do but wait until it's fixed. Or, you could try using a different payment method. I've heard rumors that certain ones like PayPal aren't working right at the moment so if you're using that then that might be the case. Otherwise, the problem might just be user error. Maybe you typed in something wrong. No big deal either way

So, it's illegal to buy people games with my own money?

You can still buy people games with your credit card or any other supported payment method, just not Steam wallet balance.

IF the system detects unusual gifting using wallet funds, yes.

People love to use their account for commercial purposes, selling games and we all have to live with the restrictions to combat it.
