Got scammed is there anything I can really do to get the skins back?

No, all trades are final.

Take the following steps to secure your account:

1. Scan for malware. https://www.malwarebytes.com/
2. Check that the email and phone number on the Steam account are still yours.
3. Deauthorize all other devices. https://store.steampowered.com/twofactor/manage
4. Change passwords from a clean computer.
5. Generate new backup codes for your Mobile App. https://store.steampowered.com/twofactor/manage
6. Revoke the API key (there should be no key). https://steamcommunity.com/dev/apikey
Have you tried asking the scammer for your items back?

Report them so that they can't do it to more people.
Block them so they can't chat you again.
If the "add nickname" is available call them "Scammer".
Follow if you like so you can watch them change their names 8 times a day(until Valve finally applies the Trade Ban).

However, about your items:

Steam Support will not restore stolen items nor stolen wallet funds.
In accordance with Section 1 C of the Steam Subscriber Agreement, you are fully responsible for all actions on your account, no matter who used the account. This includes actions that occurred as the consequence of fraudulent account access by phishing or malware, be it input relay, session token theft or any other method that granted a third party access to your account.
