stop steam from ramping uup

For some reason Steam ramps up while starting a game or while I am playing a game.
So far the only way to get out of the situation is to sign out or restart my pc which I loose everything that I had done up to that point.
When it ramps up on starting a game, again I have to sign out or restart.
is there any way to stop this from happening?
