A program that can download all games on Stream without having to buy.
I seen a program is being used to download and play any game on Steam without purchasing it. This program allows users to access and play games immediately without making a legitimate purchase.

How can I report this to the Steam support team?

click on help, then support. you will most probably select the necessary options, which most probably will be related to steam itself or steam store. another way what i kind of recall, there is somewhere you can report an actual cheating software or software what you suspect as cheating software, just can't recall where i found it. I recall i reported a cheating software in the last two years somewhere

Wrong and quite frankly ignorant. Pirates have numerous cracks to make games run even when they're not supposed to.

Yes, I'm pretty sure that cracking a Steam game is just a matter of removing a standardized Steam-DRM layer, which can likely be done automatically. That's why Denuvo is having some kind of success.

This brings us to the first category that his claimed program cannot handle: software that has non-standardized protections that crackers actually need to put some work into.

However, more importantly, I'm pretty sure you can't just download games that you don't own -- which, in turn, suggests that he's just falling for Malware pretending to be the ultimate piracy tool. Also, note the lack of press coverage on the subject -- breaching the entire Steam catalog would make waves.

Let me confirm a little bit more. If it works, I will share more information.

It might be a scammer. I forgot to think about this part.
