DLC Sharing With a Person That Doesn't Own Base Game?
I own the base game for Skyrim without the anniversary update dlc and a member of my steam family who doesn't own the base game but wants to buy the anniversary update only. My question is will I be able to play the game with the dlc and will the steam member be able to play the game with the dlc as well?

They can not buy the DLC without owning the base game.

It's possible to do so, but it's turned off by default. I was able to get Helldivers 2 DLC without even owning the base game. New feature probably.
