The only other way Steam would send messages to you would be a response to any support ticket of yours.
Valve employees will never communicate with you about your account using any chat system including Steam Chat and Discord. There's no situation in which you'd need to reach out to a Valve or Steam employee directly to resolve an issue.
The ONLY way you can contact Steam support and through which you will receive official answers is through https://help.steampowered.com and no other way.

Of course it wasn't you. It was the start of the scam to scare you into doing something you shouldn't.
And that was the one thing you shouldn't have done, still threatening you with a penalty for not doing so.
You're not going to get your items back. They're gone. It may have appeared that you sent them to a friend but they went to a scammer's account.
Steam Support will not return items. The item restoration policy only applies to trades that broke because of a system issue with Steam, not for completed trades to others regardless of the circumstances.
