It's really very simple.

You first need to "start" a trade. This could be through a trade link published by the other side, a "trade with..." button in a trading forum, or making a trade with a friend. You cannot initiate trades with random people.

Once you do, you can view the inventories of both accounts, and drag items into the trading section . When you're happy, confirm the trade -- this will create a trade offer and send it to the other person, who can then accept or reject it.

Two things, first it will be easier to trade with others if both of you are using the Steam app to confirm the trades. Otherwise, unless they are a long time Steam friend, the items will be held for 2 weeks and neither of you can sell or trade the items until the hold period ends.

Second, the easiest thing to trade for the community badge task are gems*, as you can just trade an equal amount with someone. If you just include a note in the trade of what you are doing, plenty of people will help by completing the trade from their end.

* If you need gems, you can convert cards, emoticons, and backgrounds into gems, provided that the later two are from badge crafting and not the point shop.

Cards are pretty pointless, and they have been added long after the inventories had already been implemented.

You inventory basically holds cash-items for some games, and you can trade them with other players. You know, like "your green sword for my blue staff?"

The trading cards are a late addition; when you complete a set you can turn that set into a "badge", which in turn gives Steam Experience levels, which "improve" a few minor profile-related things, like having more showcases and a larger "friend" list.
