“Fatal error: steam needs to be online to update” on windows 7

i use windows 7 and tomorrow got “no internet connection/connection time out” while downloading or updating games. After reinstalling just can’t open steam, got this:“Fatal error: steam needs to be online to update”. Is it still possible to play on win7?

from steam, when it was released , i just used a cfg to block it update since last year, april....
there is a guide you can follow
