Update Steam on startup won't work if VPN is on
I usually keep VPN on. Not changing region, just for security. My provider is Avast.
When I re-boot and Steam starts, it gets stuck with checking for updates and keeps retrying.
If I turn off VPN then it works. This is all within the USA, so no regional issue. After steam starts, I can usually turn on VPN and everything works fine. It's just the steam update that fails.

Section 3 A Steam Subscriber Agreement:

You agree that you will not use IP proxying or other methods to disguise the place of your residence, whether to circumvent geographical restrictions on game content, to order or purchase at pricing not applicable to your geography, or for any other purpose. If you do this, Valve may terminate your access to your Account.

Valve cannot know who is behind the VPN, so if the VPN provider was known to Valve to be used for abuse frequently, such a blocking will hit those that use it for legit purposes as well.

wow. thanks. I thought I had mis-configured it or something. Never thought it was intentional. Why doesn't it just say "you can't do this with VPN on?"? instead of re-trying again and again?
It usually has an issue when VPNing outside your current state in the US. It's weird.
