Steam Library says I'm offline when I'm not

Steps taken to no avail:
- Go offline and online again in "Friends and chat"
- Made sure sign in to friends and chat when opening Steam is enabled
- Opt-in Steam Beta
- Clean web browser cache (via GUI and manually in %localappdata%/Steam)
- Go offline and online again

In "Friends and Chat" my status is correctly listed as online. In Steam -> Settings I appear offline.

u have to run steam wwithout any launch parameters and sign in actually the first time or it stays offline in friends list, but it usually gets you online in friends list. if your steam is actually going offline not just friends list it could be windows causing the problem. should install it to a new folder so whatever files in the steam dir possibly causing this are not used when you launch the new steam.exe in the new folder. they will use different settings files

Are you in Family share view. ( other steam user mention offline and not a blueish name in top right corner. ( because you are online i chat here , blue box around avatar. )

Other Solution "Delete web Browser user DATA." in steam settings in game menu

to try reset cookie and web cache outdate page issue.

ps-
I assume it has worked before, no ISP change or steam ports not open.
