Steam took my money!

I tried buying Rainbow because it was on sale for 60% it takes the money from my bank but has a error when trying to download it, I close and re open steam maybe it just didn't refresh or something but now it says I don't have the license for the game meanwhile the $40 is still taken out not just put on hold. But steam didn't give me any receipts because it glitched and they wont accept me showing my PayPal transaction id + banking receipts. Any ideas on how to either get the game or the refund I currently have something open with PayPal but wont work trying to refund from steam.
