Downloading /then/ installing.
Steam downloads and installs at the same time, is there a way to deactivate that? Like I want to fully download, then install the files.

No, that's how Steam works and there's no option to change that behaviour. It's how all of the store launchers work. Only GOG allows you to download offline installers and you have to do that outside of Galaxy.
