How do i do that?

You can click the award button on a user's post/guide/profile.
Award button icon is visible with yellow ribbon.
To award a post, mouse over it, and you'll be able to see the award button.

You could also spend it for yourself at https://store.steampowered.com/points/shop/
Access it via Store > Point Shop

Whats the good use besides giving awards?

You can get avatars, avatar frames, showcase additions & extensions, and profile backgrounds to customize your profile in the Points Shop. You can also increase your Steam level with seasonal badges.
I couldn't think of any other good use for it.
