Lots of people run games well below the minimum, but any issues they might have, they're likely not going to get developer support for that, because the developer can (and will) just point back at the minimum stated requirements.
So 12GB might be workable, but there is a hard limit somewhere. Maybe about 12GB is that limit, or maybe it's a smidge less, maybe you could just scrape by on 10GB. And maybe 8GB is just a few GB to few.
