HVENC vs AV1

I just started streaming on Youtube and want decent image quality as well as the smoothest streaming capture quality. Meaning when the stream gets archived the video doesn't have any stutters, frame rate drops or encoding problems. I want the entire saved stream video to be smooth from start to finish in other words. Should I use hvenc or av1?

My setup is I'm using obs at 8000kbps bitrate. Stream is at 1080p. GPU is 4070 super. CPU is AMD Ryzen 7 5700X. Any help would be appreciated thanks.
