Father died almost 2 years ago and was wondering if there was a way for me to recover his account.

Nope.
Not your account.
Steam ToS states that if you didn't create the account, you are not the owner and do NOT get to have access.
It's not that they are being heartless, it is that they have no way to know if you are really family of the account owner.

Unless he left behind all the necessary account information for you to access it, no.
Even then it would technically not be allowed.
this is nothing tonight at 2/3 am some lady from steam blocked everything and everyone and then disappeared I have no skins or games does anyone know what they are talking about???

Your account is compromised, no surprise considering the literal Scamsites you used and advertised in the past. This has nothing to do with this Thread, hijacking Threads is rude.


Follow these Steps to secure your account:
1. Scan for malware https://www.malwarebytes.com/
2. Check that the email and phone number on the Steam account are still yours.
3. Deauthorize all other devices https://store.steampowered.com/twofactor/manage
4. Change passwords from a trusted/clean device.
5. Generate new backup codes for your Mobile App https://store.steampowered.com/twofactor/manage
6. Revoke the API key https://steamcommunity.com/dev/apikey (there should be nothing in the APIKEY)


Do note that any items that were scammed are gone forever, Steam will not restore them.

Steam support ONLY sees the account owner as the person who made the account.
No one else is allowed to access it.

So, this is not advice, but the account recovery process would require the person requesting access to the account to provide certain details. If the requestor can successfully provide those details, Support will assume that person is the rightful owner of the account.
