Which cloud storage are you talking about? Game saves or screenshots/artwork?
If it's screenshots/artwork, you'll need to delete old stuff to make more room.
If it's game saves, you need to launch the game in question and while in game delete all un-needed saves (either by using games own delete save function or by going into the folder saves are stored) then close the game. Game should sync to cloud deleting the saves you delete from cloud storage. Do note each game has it's allocated cloud storage space AFAIK.
And no, there is no way to increase available steam cloud storage. What is given is what you get.
This has nothing to do with UGC cloud storage, which has a ~20GB limit for unlimited accounts.
