Be directly rude is the right way, they can get you ban if they get caught in cheating and thats your profile that get caught with it. ( So dont the word jump in lake and die not the right way to say it ) pretty sure it is.
No such things has your siblings do not know cheating is illagaly.
if they are smart enough to do it, then you get the judge and punisment for it.

No one have access to my library, thats the problem
its like it ask for confirmation , what i also saying i have never been ask this by a popup msg or steam.

None, when I go to Family Manager it just shows me the setup menu that just says Join a Family or Create a Family, so I don't have it set up, I'm the only one using my steam account

Just the setup option for setting it up, Join a Family button or create a Family button
Im assuming your steam account was created by you and not your parents. The only things i can think of is that either it's a steam bug or at some point your account was compromised and linked to another account via family view/share but in this case i think you would see the link..but im not 100% sure.
Im all out of ideas, maybe someone else knows the answer. Other then setting up your own steam families group to see if it goes away, you could always try contacting steam support and see what they suggest...
Yeah, I contacted Steam support so let's see what happens, maybe it's a bug cause it's only on the app, on PC I don't have that issue
