How I fix the constantly 0b/s drops in downloads??

HOW THE ♥♥♥♥ I STOP THIS?! I've never had this issue, my downloads always have been going fast & smooth, I don't understand. I formatted my ssd like 2 weeks ago, i don't know if this can be the problem. Also I already tried unchecking the cache writing setting, clearing the download cache in steam and change the download server.

It has to be an Steam problem. I just download RDR2 in rockstar launcher just to see what happens, and everything has gone perfect, ~112mb/s during all the process and the game downloaded in like 15 minutes

My ssd is a Samsung 970 EVO Plus, my internet connection is 1gb and my cpu is Ryzen 2600x. Thanks to all

That's steam patching the game and that's 100% dependent on your CPU and Disks IO. Generally speaking the most common issue is whatever anti-virus you're using is destroying your disks' performance. Uninstall or add white listing in your anti-virus
