Rarest achievement showcase not updating

Title. My current least 2 rarest achievements in the showcase is 3% of players having them. Recently I've unlocked one on AC Origins that 2.8% of players have. So wouldn't that one be showing up in the showcase instead of one of the other 2 I mentioned? I hope I'm not being dumb but idk?
Edit: Ive already tried restarting steam, updating steam, and removing then re-adding the showcase.

Seems the "Rareset achievement" showcase is broken right now. I have level 3 and it's only showing 1 row and part of the second row.

Try to earn a new achievement to force the system to recalculate the rarities. It doesn't have to be a rare one. Any will do. It's not the showcase that is broken but just your cache data that feeds it is outdated or missing. Sometimes it will just fix itself after some time.

That actually did something, it's now showing the 3 rows again.

Yeah, the data that feeds your profile showcases are static values. They don't calculate each time the profile is loaded. So if that data breaks or becomes stale, the showcases will be affected. So it comes down to knowing what can retrigger the calculations. Earning an achievement is one..
