Why I can't gift my friend

What error does it give? You can't gift a game to someone if the regional price of the game is too big. You would have to buy them a gift card.

If you're from different pricing regions, check the price between regions.
If the difference is 10% or more, then you cannot gift it.

Do you get an error message?

Are you trying to buy the gift with your Steam Wallet? If that's the case, try using an external payment method (credit card, PayPal, Paysafecard,...).

My friend I are from the same region and I have the cash in my wallet too

Steam restricts the use of wallet funds for gifting. You will have to use another method of payment.
