Report a translation problem
If you actually do have it backed up, but somehow it didn't download, you could
1. Right click the game in Steam library
2. Go to properties
3. In General tab, you'll be able to enable Steam Cloud
If you don't see it, it means the game itself does not support it. You could also verify that in the game Store page.
For games that does not support Cloud, you should look up on browser or ask in game forum, where game save files are stored. Make sure you back that up when you are changing or reformatting your system next time.

I went to /account, then.. there's no way to get into it.

Help > Steam Support > My Account > Data Related to Your Steam Account > Steam Cloud
browser:
Support > My Account > Data Related to Your Steam Account > Steam Cloud
Steam Cloud is under the heading Uploaded Content, or could Ctrl+F then type Steam Cloud.
(I found I couldn't dl the files via the client - don't know if that's due to something on my end or a Steam client thing)
Basically, you go to PCGamingWiki, search for the game there, and check the section for the save file location...
