thats not answering my question.
Anyways there button for save to collection another button Add to collection when view other people collections, it ask you to make collection this be your collection with same items you copy over. You can edit, and add/remove workshop items to it if wanted.
Here example. There button "Save to collection" with blue circle next to it. This will automatically make collection for you, copying everything in it, or can use it to overwrite existing collection you have simple stuff.

Another example be this. This doesn't have "Save to collection", only option have is add to collection, you have to make a collection, and then add it to your existing collection.

Please note there when making collection it asks what type you want to make, that be the diff when read it.
Also answer no to last part of the question as there no Steam IDs to enter, to add items other people items to your collection, you have to fav, or sub to item, and can add those items to the collection of choice. To removing item from collection just click on X to the item want out of the collection.
