Check your internet connection: Slow or unstable internet connection can cause synchronization issues with Steam Cloud. Make sure your internet connection is stable and fast enough to sync your game progress.
Verify the integrity of game files: Corrupted or missing game files can also cause Steam Cloud synchronization issues. Go to "Library" > Right-click on the game giving you the error > "Properties" > "Local Files" > "Verify Integrity of Game Files". Wait for the process to complete, then try launching the game again.
Disable Steam Cloud synchronization for the game: If you continue to experience issues with Steam Cloud synchronization, you can try disabling it for the affected game. Go to "Library" > Right-click on the game > "Properties" > "Updates" > Uncheck "Enable Steam Cloud synchronization for [game name]". This will prevent the game from using Steam Cloud to synchronize your progress.
Delete the Steam Cloud cache: Sometimes, the Steam Cloud cache can become corrupted, causing synchronization issues. To delete the cache, go to your Steam directory (usually located in C:\Program Files\Steam), then delete the "userdata" folder. This will delete all Steam Cloud data, so be sure to back up any important save files first.
This solved it, the cache became corrupt at some point.
'Getting the same "Unable to Sync" thing, so... if I delete this userdata file, will it wipe out all of my game saves, or will they reload? 'Don't care to have to replay every game from Square One, especially since Valve / Steam is only giving us 91 more days to play.
1: To my knowledge, this only deletes the cache of what's about to be uploaded from your PC to Steam Cloud.
Not 100% certain though, so I do recommend going into the userdata folder and looking up the IDs (easiest way is to simply visit the store page) of any game you want to keep the saves of, and backing up those folders.
2: What exactly do you mean 91 more days...?
