If you got, let's say, two stacks of 500 gems, you need to trade them with someone else (preferably for the same amount) first to get a 1000 stack.

No need. I was just offering a 1:1 gem trade in case, you did not have enough on a single stack. As stacks can't be manually combined, this is the only workaround.
Now, there's some things for you to learn about trading. Never send a one-sided trade, if you are expecting to get anything back (I'm pretty sure, you got a warning about that too). A less kind person would have simply kept them instead of declining the offer.
If anyone actually demands, that you "go first" in a Steam trade, end the conversation. With Steam, all items involved in a trade can fit in a single transaction.
