Green Lock "Valve Corp" blocking Steam Pages

When I click on the Store, Community, or my Username (anything but my library), this green lock is the only thing disaplayed. It's in the top left corner with "valve corp" written next to it.

I also can't organize my games the way I normally have them in my library (ie can't get out of the "Collections" set up).

This all happened after I tried to make my first trading card purchases using funds from my Steam Wallet-guess I won't be doing that again.

Any help with this would be great cause it's blocking a lot of Steam's content from me and the library organization is extremely annoying.

The lock is allways there. Its a browser icon for https connections.

That there are no other things displayed is the error.
Try what happens if you delete browser cache in steam settings

I ended Steam in Task Manager as well as any Steam-related programs, then restarted my PC and booted Steam back up. Seemed to work and I just do that now when I have that issue. But it does happen each time after buying trading cards with steam wallet funds and is a pain in the neck.
