family shared games not showing despite it saying "This user is currently sharing their library with you"

I am family sharing games with another user, it even says so on the Manage Family Sharing settings page ("This user is currently sharing their library with you"). Despite this, the games are not showing up in my library. Why?

Why does steam on one hand recognize the family sharing on the settings page, but on the other hand does not give me the related services (letting me play games from the other users library). It would make more sense if the family sharing stopped for whatever reason, and steam recognized this in the settings. But it's claiming that the library IS being shared, despite this not being the case.

These are games that can be shared. (RE8, Hi-Fi Rush, Skyrim, etc)

If either of you performed any account changes, you have to set up sharing all over again to authorize your device.

I still don't understand why steam doesn't recognize the removal of family sharing in the settings.
