Report a translation problem
I have tried this method, and it worked, but you have to do it every time you open Steam, which is a hassle.
System specs:
OS: Win11
RAM: 32GB
CPU: R7 7700x
GPU: RX 7800XT
Its frustrating because i work as an it technican and know how to troubleshoot and fix but this is getting reeeeallly frustrating....
My Specifications:

2. Keep the "CPU" tab open on the resource monitor and the "Details" tab open on the task manager.
3. Start Steam, do not hesitate, right-click Steam.exe in the process column of the resource monitor → Select "Suspend process". This allows you to ignore Steam's webhelper waiting timer and wait a long time.
4. Then wait until the usage memory of task manager steamwebhelper.exe does not increase. ( 1 ~ 2 minutes in my environment)
** I didn't notice the memory usage change, I just waited a few minutes.
5. Then right-click Steam.exe from the resource monitor → "Resume the process".
This workaround has got it working for some people including myself.
