why cant i switch to controller steam? before i get in to steam i connect my controller and i cant switch to controller mode

1. Go to the lybrary
2. Slect the game
3. Near to the symbol to configurate is a control symbol
3. Press the control symbol
4. Select the configuratión for your crontroller
5. Acept, finish and play.
