The new account (without purchase history) can't send friend requests, but you can send one to him that he accepts.
If you both login to the same PC, you can try creating a "steam family" and sending him an invite to share your games.
** Dont risk your credit card info on someone else's account. **
And im just a user should you not know this by yourself.
In out word kick your friends butt, because steam can actual shutdown your account.
And be happy i and other bother dare tell it front up. ( but have steam done this to a steam user i dont know. ) its a personal steam account, so how will you bend that rule.
Maybe steam user should put there Friends at place where it belog. ( not because i said so, but because steam rules already told you this )

He need to make own account that has Nothing to do with you, as above user already point out.
Great, If a credit card is not required then I can set up his own account on the PC I am building him, send him a friend request and accept, then purchase a game as a gift on my account to send him.
