The devs has options, the can choose, or not whatever they want, but it's up to them, and if want the answer either ask in game own sub forum, or ask the devs baout it.
A) Devs will offer exclusive discount which automatically apply on store page if own said game already.
Or
B) You don't get extra copy, you just get everything else but what you already own.
OR
C) Devs selling a cater bundle, this meant the price automatically changes on it own base what you already own from it. <---- Which I check that what the bundle is.

* Before there used to be a way Steam on teh back end would detect you own a particular game and then create a discount. This was extremely clunky, required Steam's manual intervention, was only available to certain developers, was prone to errors based on edge cases etc.
Today basically the more 'standard' way to do it is to create a Bundle
The bundle will contain the existing game, and the 'loyalty' game in the bundle
This type of bundle, looks at if you already own a game in the bundle, and then gives you a discount on the bundle. In your case, the bundle contains Roadcraft and SnowRunner. If you already own SnowRunner, then the bundle price is decreased by 10%. Since the only game left in the bundle is Roadcraft, you get Roadcraft for an additional 10% off
One downside to this, is if you gift the game, you cannot get a 'loyalty' bonus if the recipient already owns SnowRunner. You can't gift bundles like this, so you can only gift the main game at the regular price.
