It's a frequent coomon mistake PC AMD user's do, in pretty much every steam forum post.
And be lucky if this is the case, because next steps is what you have done and option in that OS most worse possible idea's and downhill fron this point.

Do not forget routera can have a firmware update and need a reset if updated.

2) reboot PC
Note you should look in the event viewer to see what module is causing the issue. Steam cannot crash the entire OS. it lives on the application layer of the OS. It has no access to the HAL where that kind of thing would happen
Also note that downloads are CPU and disk IO intensive
Its possible your CPU is having issues or overheating if the CPU fan is bad or your CPU cooling is bad
Its also possibl eyour disk could have problems. I would use CrystalDiskInfo to see if there any bad issues on your disks
Note this depnds on the CPU. My AMD3800X with teh stock air cooler works fine even under Prim95 loads which isnt even a realistic load
