You have windows check disk, and steams repair steam library.
Dont forget Drevs have firmware update from brand support maybe.
even RPM drevs sometimes has a tool app that fix OWN Brand drevs ( this is rare today but years ago such things could happend.

Even though Automatic Updates are on and 'Prioritize this game before other downloads' I also have Never allow background downloads. Which is what I want I don't want a large download while I'm playing a game online however I didn't realize I do have Cookie Clicker running basically at all times which is probably preventing the update because it would consider than a background download.
