My account was hacked and email changed to a temp email. I provided ID, Steam purchase proof, and screenshots, but support refuses to help. They keep closing my case.

if the issue is your Ubisoft account, then you need to take it up with Ubisoft support. steam has nothing to do with it

if steam is closing your tickets without a response, you steam account is compromised. secure it

Steps to take NOW to secure the account:
1. Scan for malware https://www.malwarebytes.com/
2. Deauthorize all other devices https://store.steampowered.com/twofactor/manage
3. Change passwords from a clean computer
4. Generate new backup codes for your Mobile App https://store.steampowered.com/twofactor/manage
5. Revoke the API key https://steamcommunity.com/dev/apikey (there should be nothing in the APIKEY)

What makes you think ubisoft support works out of the Steam forums? Don't be silly.
Just to clarify, I know that Steam cannot fix my Ubisoft account. I was asking if Steam could confirm my Ubisoft game purchases or account linking to Ubisoft, since Ubisoft is refusing to verify my ownership. I already contacted Ubisoft Support, but they are ignoring my proof of ID and purchase history. I'm just looking for any possible way to recover my account since Ubisoft isn't helping. Thanks for any advice.

No Steam Support will not confirm anything with Ubisoft , nor would Ubisoft support accept anything from them.

The only thing you can do is work with Ubisoft support.
