you already have family sharing but as you found out it has built in restrictions, and you wont be taking anyone to court over it.
The new system still requires mutually used hardware (shared internet connection is not enough, else it won't let you add to family) but is now safely managed on Valve's servers instead.
Be glad that Valve chose not to abolish this system instead.
As for gifting games: Try using an external payment method instead of wallet balance. If you use wallet balance too frequently to gift games, Valve will restrict its use to personal purchases only.
Otherwise, good luck with your lawsuit.

And that's a good thing.
And gifting across regions has always been the same criteria. As long as the price difference between the two doesn't exceed 10%, there is no restriction. Otherwise, the system will prevent gifting.
Keep in mind that both of these are privileges and not rights. Both can be controlled or taken away.
You don't like how a feature works. You seem to be angry about it. Those two things combined doesn't necessarily means you have a court case. Making threats isn't going to change things. Just so you know, Valve has lawyers too and they've already vetted the legality of their feature function. Chances are you and your a group of malcontents probably have not. As for gifting, here we most likely have the same store region again, so it's probably a wallet gifting issue.
They could abolish the entire system tomorrow and there would be absolutely NOTHING you could do about it from a legal standpoint.
The only thing Steam is legally required to is to give you access to the games you bought ON THE ACCOUNT YOU BOUGHT IT ON.

There is no right to family share with other accounts.
There are. Every country in the EU has their own Steam Store.
The German Steam store is different from the Italien store, the French store is different from the Spanish store and so on. Different available games depending on regional laws or licenses.
They all fall under "Euro Zone 1" for princing but count as different store regions, including for Steam Family purposes.
Someone from Germany cant share with someone from France for example.
