Family in different EU states
Hello,

did you fix the issue where separated families in different states cannot buy games as a present or share the library for someone in the family who lives in another state?

I (dad) live in italy, and my son lives in sweden, steam doesn't allow me to buy/give him games as presents anymore nor to share my library with him.

For good measure I already alerted and submitted a denounce/charges through the italian financial police for fraud and monopoly because for months you didn't give any answer.
I also got other families like me in a group online and we are preparing a class action lawsuit.

I am/we are willing to take them down and not pursue valve in italian and european court (concurrently) if you have fixed the issue.

Thank you.

this the correct answer to your question, what do you want to happen from posting here today?
you already have family sharing but as you found out it has built in restrictions, and you wont be taking anyone to court over it.
Steam Family Sharing was conceived as a safe alternative to account credential sharing when families have a shared computer or multiple shared computers, as they would have physical access to such accounts anyway. It worked by having credentials (in the form of session tokens) stored locally and managing permissions on a per-system basis.

The new system still requires mutually used hardware (shared internet connection is not enough, else it won't let you add to family) but is now safely managed on Valve's servers instead.

Be glad that Valve chose not to abolish this system instead.

As for gifting games: Try using an external payment method instead of wallet balance. If you use wallet balance too frequently to gift games, Valve will restrict its use to personal purchases only.

Otherwise, good luck with your lawsuit.

There's nothing that needs fixin'.
It works as intended.

And that's a good thing.
They're called countries mate not states.

The fix for Families is the new version. The old one was too susceptible to abuse. Granted it is going to make things a little more difficult for certain family situations, but overall this is a much better implementation.

And gifting across regions has always been the same criteria. As long as the price difference between the two doesn't exceed 10%, there is no restriction. Otherwise, the system will prevent gifting.

Keep in mind that both of these are privileges and not rights. Both can be controlled or taken away.

You don't like how a feature works. You seem to be angry about it. Those two things combined doesn't necessarily means you have a court case. Making threats isn't going to change things. Just so you know, Valve has lawyers too and they've already vetted the legality of their feature function. Chances are you and your a group of malcontents probably have not. But good luck on your expensive lesson.

Store region should be the same for both sides (EU). There's no separate region for either Italy nor Sweden. Hence i assume the system cannot find a mutually used computer and therefore rejects family linking.

As for gifting, here we most likely have the same store region again, so it's probably a wallet gifting issue.
Family Share is a voluntary extra service Steam provides.
They could abolish the entire system tomorrow and there would be absolutely NOTHING you could do about it from a legal standpoint.
The only thing Steam is legally required to is to give you access to the games you bought ON THE ACCOUNT YOU BOUGHT IT ON.
Thats it.
There is no right to family share with other accounts.

Always more to the story. Instead of facts there's just threats of lawsuits.

You dont have money to hire lawyers that are better than Steam. Period

There are. Every country in the EU has their own Steam Store.
The German Steam store is different from the Italien store, the French store is different from the Spanish store and so on. Different available games depending on regional laws or licenses.
They all fall under "Euro Zone 1" for princing but count as different store regions, including for Steam Family purposes.
Someone from Germany cant share with someone from France for example.
