"Billing address" thing when trying to buy something on market
this didnt happen before, now when i try to buy something on the market, i get a "Billing address" thing with a bunch of boxes to enter information into, like first and last names, billing address line 1 and 2, city, state/province, zip code

i get the feeling this is something forced by the government (australia for me) like the "anti-money laundering" stuff? but im still not sure what billing address means, i tried google and ai and it just sounds like address, and is related to bank transfers or bank cards or whatever but ive never used that

except the fraud thing
i dont understand how theres any possibility for fraud, even if u lie about ur address, because all money has already been exchanged (in my case), i already bought the steam gift card and entered the code, and the money is already in valves system, i still dont understand purpose of entering an address
Pro tip: don't argument with technicalities when it's about (legal) formalities.

It's still a monetary transaction. Still, someone else, possibly in the US or Europe or ♥♥♥♥-knows-where will get some share of the money you have left at that gas station (or whever you've bought that Steam wallet card). In other words, you are participating in what's essentially international money transfer. Let's say, someone who gets the money from your market purchase will use that to buy a game. Now, a part of the money you've spent will end up in some game developer's bank account. This all has to be legally sound in case Interpol got an international money laundering case on their hands.

And here we've reached the point of legal regulations and here we've reached the point where faking your address would be illegal because, y'know, governments, laws & all that stuff.

so its just an address right
and if yea, then why is it called a billing address if theres no bill, and what bill would i be paying if there is one, its all handled inside steam with their virtual currency/steam wallet thing

It is THE address. Your address, that is. Not just some random address, it has to be yours or you'll be committing fraud.

in which case i guess it makes sense that it doesnt make sense because its not actually for any normal reason
edit: unless i missed that its actually for valve to post me a steam deck with hl3
