Not sure what you consider easy or hard.
Hearts of Iron IV is very popular but has quite a sophisticated learning curve.
Maybe Warno might be your alley, though that is more like Cold War getting hot.
The older Sudden Strike titles are affordable and of high quality, quite enjoyable.
Personally I recommend Advance Wars if you look for something easier to learn but hard to master games which is very rewarding.

Hearts of Iron IV is currently on sale
Sudden Strike IV is not, unfortunately
I strongly recommend to keep in mind that Steam offers you a 2 hours refund window. As long as your tracked playtime is less than two hours you can test a game without worries in getting a refund.
If you need more time HumbleBundle.com and GOG.com offer longer refund periods and are great alternatives.
