Also is their Steam Store region set to one that uses Euro? Because Steam changed it a while ago so Steam Wallet cards can only be redeemed if the currency on them matches the one of the account that tries to redeem them.
I saw that, I can not find an option that can help me. The code was bought at a store, your link doesn't have any option on what to do in this case

Its really hard to get your money back in these cases. If you paid with PayPal you could open a case with them. Or do a chargeback with your bank but that will most likely permanently ban you from the website you used to buy the code.
In general its not a good idea to buy Steam Wallet codes from resellers, you can buy them in many stores officially from Steam, the 10% discount is usually not worth the hassle if a code does not work correctly.
So if I understand correctly, I am pretty much 5crewed. I feel bad I spent money on someone who does this. I was able to write Steam, and I am still hoping. I would love to at least get the user's ID who actually activated the code. I would make him famous.

Thats the one thing that will never happen. Steam is not even allowed to give out that information because of privacy laws. At most they will confirm that the code was already used previously and if you are VERY lucky they might even give you a date.
But they will NEVER tell you the user.
