How do you use steam recording?

I hit the "start recording" button and it just flat out didnt work. The video it recorded was from an hour prior and I missed the entire gameplay section I was trying to record even though it made a big yellow timeline appear. I'm super frustrated.

I can't find the "stop" recording button either which is probably why theres an hour of footage from before, but even so, you'd expect "start recording" to start a new recording. Do I have to quit the game everytime Im done recording to go back in to get a second one?
