Why I Can't Add Free To Play Games Now???

I just tried to add First Decent and then tried two other Free to Play games I have in my wish list. Not letting me. It let me add games games I have to purchase. I turned off my firewall and changed my region like suggested. Still unable? Is Steam having bugs or something. If I have to run it as Administrator games usually do not work for me. Anyone else having this issue with not being able to add Free to Play games. Since I use to a month ago

Yes, realized that I did rushed with Can when I meant Can't. There was an online friend that said changing the Region helped them. So they suggested it to me. Like US New York to US Phoenix

I am in the United States. I never had this issue so where do I find out if the game is available in my region ?
