There are tons of people complaining about it across multiple games today.

It's also not just on Steam. I've been having this issue using Game Pass for MWIII for the past month.

Sounds more like a problem with "Malwarebytes"?
If you can't just whitelist this, you might have to disable this Malwarebytes-thing until they fix it.
My end this is happening to three different computers; two of my own, and also my sibling's PC too.
It's kind of like a false positive but since there are credible reports on the IP, it's not. The unfortunate side effect is that it's negatively impacting safe services that just happen to be sharing/using the same IP.
From the reports the suspicious activity is searching for open ports for the usual services. If your PC isn't running a service or open/forwarded ports, there's no reason to have AV block an IP. Your PC should be behind a modem/router that shields all of your ports from the wide open Internet.
